I have a client that would like to add a circle annotation 30 meters out from a fixed point to plan for construction. Is there a tool to do this?
There is now a circular annotation that reports both 2D and 3D areas. It’s brand new and very basic so placement and dialing in the radius value is still a manual process.

Excellent. However that tool does not show up on my tool bar. How would I access that? Thanks
I just doublechecked and it looks like it is only available on the Teams and Enterprise plans. 
What is it you are trying to post here? I will continue to flag them until there is some actual content.
