Upload ability frozen - Fair Use Policy

I am subscribed to the Precision Agriculture Plan for $1,200/year. I had a rather small project to do recently that involved 5 small agricultural fields. When I was nearly done uploading, my uploading was frozen by DD indicating I read the terms and agreement for Fair Use Policy and no longer allows me to upload pictures from flights.

Most farms in the U.S. are several thousand acres in size, and I only uploaded less than 200 acres in separate projects. No where in the Precision Agriculture Package description did I see any upload limit.

I had the same last year in October during the DD conferences IIRC. I had to contact support and it took them a while to unlock it.
