Interior Flights and Accurate Map Measurements

I am looking to see if there is a way to perform interior flights, and generate a map that has accurate measurements based on known point locations (Similar to GCP, except that interior flights would not have access to GPS data).

This would be similar to ‘scaling’ a PDF to obtain measurements on a construction plan sheet.

You could shoot some survey control on the interior and then use those as GCPs in processing.
