Elevation accuracy?

I’ve read previous responses to this question, but just want to clarify for a proposal; am I correct in assuming an non-GCP ortho map, 32 acres, shot 170’, with 45 degree perimeter images, can only provide elevation accuracy to +/- 1-2 feet, if corrected to an elevation benchmark?
And, am I correct in saying, GCP’s only correct lateral deviations, not elevations?

GCP’s will also correct elevation values. Without them, elevation values may be off by several feet once you corrected the map to an elevation benchmark as you stated.

Thank you, but still would like to have a good sense of elevation accuracy WITHOUT GCPs.
